You sent me some notes about Hong Kong and I →promised to send you a few lines on one or two points in
the notes.
First, as to the constitutional aspect. The Governor's detailed proposals for the creation of a municipality and an increase in the unofficial representation on the Legislative Council are under very urgent consideration now.

Secondly, as to certain proposals for the general rehabilitation and development of the Colony. have put to the Governor for his views the proposal for a building scheme, but I presume that the difficulty at the moment is shortage of building materials und possibly labour. The two proposuls reluting to the abolition of military lands and an increase in Hong Kong's quota of British goods for re-export ure in the first place matters for further discussion with the departments concerned. I imagine that the Governor for his part would welcome botn of them. The proposal regarding British goods we shall, of course, be taking up with your Department. The proposal regarding the projected airfield and the arrangements for financing the cost is very much under consideration at present. One of the difficulties is that the site for the airfield is in the New Territories, the lease of which has only another
Neither the Ministry of Civil Aviation nor the Air Ministry are at present interested in the construction of this airfield and unless they change their views the cost will have to be met by the Colony, possibly with some assistance from His Majesty's Government under the Colonial Development and Welfare Act; such assistance would, however, depend on the amount available for Hong Kong after its other development and welfare necessities had been provided
